Information on the IRP and how to apply

IRP overview

The International Registration Plan was developed in the 1960s and 70s to meet the needs of expanding interstate and international commerce.


Commercial vehicles inside Connecticut

As a member state, Connecticut requires all commercial vehicles to apply for the IRP, or to get a special permit, if:

  • Your vehicle travels to another IRP jurisdiction (U.S. states and Canadian provinces); and
  • Your vehicle has a gross weight or combined gross weight in excess of 26,000 pounds or three or more axles combined.

Commercial vehicles from outside Connecticut
Qualified motor vehicles from another IRP jurisdiction need a valid cab card (registration certificate) or a valid trip permit prior to entering Connecticut.

Exempt commercial vehicles
Vehicles that are exempt from IRP include:

  • Government-owned vehicles
  • Vehicles displaying a restricted plate, such as:
    • dealer
    • repair
    • wrecker
    • antique (classic)
    • transporter
    • farm
  • City pick-up and delivery vehicles
  • Recreational vehicles
IRP apportioned plates
Do not obtain or renew regular commercial plates if you think you will get IRP "apportioned" plates.

Tips for filling out forms

For all forms

  • Use blue or black ink to complete all original preprinted IRP renewal materials

IRP renewal schedule B

  • Do not cross out any pre-printed text
  • Review/verify all pre-printed text
  • Enter a "C" in red ink near every change/correction
  • Add new information in red ink near every change/correction

Mailing address

  • Enter ZIP code + 4 for faster mail delivery

Mileage

  • Enter fleet miles to the exact mile for each jurisdiction your vehicle(s) traveled during the 12-month reporting period. It must include:
    • Actual fleet miles for Connecticut
    • All miles traveled by vehicles added to an IRP account, in Connecticut, including intrastate, and under 72-hour IRP trip permits and 45-day temporary registrations

DOT and FEIN

  • Review each USDOT number and each Federal Employer Identification Number (FEIN)

Acord certificate of insurance
The following are required:

  • Policy number
  • Business address (May have a P.O. BOX if listed with Secretary of State and Federal DOT)
  • Vehicle year, make and VIN
  • Effective and expiration dates
  • Amount of insurance liability (there is a $750,000 minimum requirement)
  • IRP unit listed as a certificate holder:
  • CT DMV IRP, 60 State Street Room 102A, Wethersfield, CT 06161-1010
  • Description of operations/locations/vehicles must include—if leased-on to a motor carrier—vehicle information
  • Proof—if leased-on to a motor carrier—of bobtail or non-trucking liability insurance

New applicants may drop off forms for review and make payment by mail in or drop off or by using the online portal at https://dmvirp.ct.gov/ctenterprise once you have received an invoice.

  • Add/delete a vehicle
  • Change carrier
  • Weight increase

Required documents for IRP application

Prior to applying:

To apply for a 12-month registration, you will need:

  • IRP application Form IRP-31
  • IRP deposit Form IRP-24 required with deposit check (new accounts)
  • Certificate of liability insurance form: Certificate-holder should list CT DMV IRP. If leased, bobtail will also be required
  • Valid driver’s license copies for:
    • person(s) to contact regarding application (from IRP Schedule B), and
    • person that signed bottom of IRP renewal schedule B, and
    • Registrant (if registrant is an individual, must be a Connecticut driver’s license)
  • Proof of CT business filing with the Secretary of State's office. This information can be found online at onlineBusinessSearch (ct.gov)
  • Unified Carrier Registration, including if leased-on to carrier. Verify valid UCR.
  • Property tax: All motor vehicle property tax / parking violations must be paid to date prior to registration.
  • Established place of business: You must submit three different documents, and each must have the same business name and address.
  • Acceptable proof can be:
    • If the applicant is an individual, his or her driver’s license
    • If the applicant is a corporation, Secretary of State filing
    • The applicant’s federal income tax returns
    • The applicant’s State income taxes
    • the applicant’s paid real estate or personal property taxes
    • The applicant’s utility bill
    • The applicant has a vehicle titled in that jurisdiction in its name and address
    • Other documentation providing legal residence, ex: bank statement
  • New applicants are not required to report actual mileage. New applicant's fees will be based off an estimated mileage chart per IRP Inc.
  • Email address

Documents that may be required

  • IRS Heavy Vehicle Use Tax (HVUT) Form 2290 receipt: For vehicles 55,000 pounds GVWR or more and if purchase date is over 60 days from date being registered.
  • Current lease agreement: If registrant is leased on to a motor carrier, you need to have:
    • Name
    • Vehicle information
    • Effective date
    • Expiration date
  • Application for registration & title Form H13B: If the vehicle(s) isn’t currently titled in Connecticut in the name of the legal owner, you need the H13B form completed along with the original title properly signed over to the company. The fee to pay is $35 and an additional $10 for each lienholder listed on the H13b.

New applications are not processed at DMV offices. Drop off an application in the IRP drop-off box located outside the IRP office, Room 102.

Incomplete or improperly completed application packages are returned by the IRP unit. Please allow 7-10 business days for processing. You will receive an email confirmation with your invoice once your application has been processed.

**Note: It is the responsibility of the motor carrier to update their DOT information.

Payment of fees for new accounts or renewals need to be made in guaranteed funds, such as a:

Note: There is no commercial credit if the vehicles are previously registered with commercial plates.

Overview

When it is time to renew, an email containing your renewal application will be sent to the email address on file 90 days prior to expiration. Return the renewal to the IRP unit no fewer than 45 days before the IRP registration expiration date to ensure proper processing time.

 

Once you’ve returned your renewal by mail, drop off or by using the online portal, we will send you an invoice via email.

The late fee for renewing an IRP registration is $150 per vehicle.

Required documents

The following materials are required for all IRP renewals:

  • IRP Renewal Schedule A/B
  • Acord certificate of liability insurance form
  • Valid driver’s license copies for:
    • Person(s) to contact regarding application (from IRP Schedule B), and
    • Person that signed bottom of IRP renewal schedule B, and
    • Registrant (if registrant is an individual, must be a Connecticut driver’s license)
  • Proof of CT business filing with the Secretary of State's office. This information can be found online at onlineBusinessSearch (ct.gov)
  • FMCSA Motor Carrier Identification Report (Form MCS-150)
  • Unified Carrier Registration, including if leased-on to carrier. Verify valid UCR.

The following materials may be required for an IRP renewal, depending on the registrant:

  • Original DMV special power of attorney form (Form A-83)
    • For whomever signed the IRP renewal schedule B, if that person does not match the "Person to contact regarding application" on schedule B
  • IRS Heavy Vehicle Use Tax (HVUT) Form 2290 receipt: For vehicles 55,000 pounds GVWR or more and if purchase date is over 60 days from date being registered.
  • Current lease agreement: If registrant is leased on to a motor carrier. Needs to have:
    • name
    • vehicle information
    • effective date
    • expiration date
  • Original application schedule A/B (IRP-31)
    • If vehicle(s) to be added
  • Certificate of title
    • if vehicle(s) to be added are titled in Connecticut under owner's name (front and back of title)
  • Registration of motor vehicle/application for title (Form H-13B)
    • If vehicle to be added is not currently titled in Connecticut in the name of the legal vehicle owner
  • A CT VIN verification is required for all out of state titled vehicles.
    • For vehicles being added at renewal time

Changes to fleets/vehicles

To add one or more vehicles:

  • Provide original application Schedule A/E (IRP-31) that includes all added vehicles
  • Provide Acord certificate of liability Insurance that includes all added vehicles
  • If vehicles are titled in Connecticut in the owner’s name, copies of front and back of certificate of title
  • If vehicles are not titled in Connecticut in the name of the legal owner provide:

If vehicle is titled out of state, a DMV VIN Verification, (Form K190) performed at a Connecticut Emissions station is required.

Special-trip permits

If you do not have apportioned plates but need to cross the Connecticut border with either a multi-axled vehicle or a vehicle (or combination) over 26,000 pounds, you need to get a trip permit for any jurisdiction you travel in.

Call the IRP Section at 860-263-5281 for the most current telephone numbers of commercial wire services that issue trip permits by phone for payment by credit card.

Hazmat permits

You may need a special permit (waste transporter permit) from the Connecticut Department of Energy and Environmental Protection (DEEP), and Bureau of Waste Management if you transport:

  • Waste oil
  • Petroleum and chemical liquids
  • Hazardous waste
  • Biomedical waste

Oversize/overweight permits

If you operate at a weight beyond statutory limits for the number of axles and distance between axles, or if you operate a vehicle that is beyond dimensional (size) limits, then you need to get a special oversize/overweight permit from the Connecticut Department of Transportation (DOT).

International Fuel Tax Agreement (IFTA)

The International Fuel Tax Agreement (IFTA) is a method for the payment distribution of fuel taxes to jurisdictions you travel within, as determined by the total distance traveled in each jurisdiction and the total amount of taxable fuel purchased. IFTA is administered by the state Department of Revenue Services (DRS).

Heavy Vehicle Use Tax (HVUT)

Vehicles registered at 55,000 lbs. and over need to pay a special federal highway use tax to the IRS Trucking Tax Center by filing a Form 2290 (IRS E-filing).

DMV requires proof of payment (copy of IRS Form 2290 receipted for payment by IRS listing the vehicle ID number for which tax was paid) to register or renew vehicles registered at 55,000 lbs. Gross Vehicle Weight and above.

You are required to file Form 2290 with the IRS within 60 days of purchase. Proof of such payment is required by DMV at each renewal.
