Overview

The "Yellow Envelope" was created to empower safe interactions for individuals with cognitive impairments and physical disabilities. 

The purpose of the envelope is to have the driver place their insurance card, registration and driver license in it, so they can hand it to the first responder during a traffic stop. On the outside of the envelope is helpful tips and instructions for both the first responder and driver on how to successfully communicate with each other.

How was the yellow envelope created?

Public Act 25-159 authorized the Department of Motor Vehicles, in consultation with the Commission on Women, Children, Seniors, Equity and Opportunity and other stakeholders, to develop a yellow envelope program that is modeled after blue envelopes (for autism spectrum disorder) and green envelopes (for those hard of hearing).
