DMV Announces New Laws Effective October 1, 2025
WETHERSFIELD – Department of Motor Vehicles Commissioner Tony Guerrera announced today motorists convicted of reckless driving will now be required to attend an operator retraining class under a new Connecticut state law – one of several motor-vehicle measures taking effect this Wednesday.
Under current law, drivers 25 or older convicted of three moving violations, and drivers 24 or younger convicted of two moving violations, are required to take a driver retraining course. Drivers who do not complete the retraining course within 60 days face an indefinite driver license suspension and must pay a $175 restoration fee.
Other motor vehicle-related laws taking effect on October 1:
- Motorcycle riders under 21 will be required to wear a helmet.
- A bill of rights has been created to outline consumer protections for owners of vehicles subjected to a non-consensual tow. This has been posted to the DMV website.
- Further defines e-bikes and clarifies vehicles with motors exceeding 3,700 watts will be required to be registered and insured.
- A fine increase to $750 for drivers who do not yield to a pedestrian in a crosswalk.
