The General Assembly approved new statutory provisions related to electronic issuance licenses as part of Connecticut Public Act 24-20. Sections 1 through 3 of the Act, which pertain to the electronic issuance license (formerly the X-License) administered by the Department of Motor Vehicles, will go into effect on October 1, 2024. The updated regulatory structure is for certain third-party entities that facilitate motor vehicle registration and titling transactions on behalf of DMV customers. Effective October 1, 2024, entities wishing to transact business as an electronic issuance licensee must apply to the DMV under this new framework and meet all requirements, regardless of prior license status.

The Act stipulates:

  •  A completed application must be submitted to the DMV with an application fee of $250. The renewal period is every two years.
  •  A requirement to maintain three surety bonds: 1) a $20,000 surety bond as indemnity for consumer loss; 2) a $20,000 surety bond as indemnity for plate misuse; and 3) a $5,000 surety bond as indemnity for failure to remit applicable fees. Each bond will be documented on separate forms as prescribed by the DMV.
  • The use of “Department of Motor Vehicles” or “DMV” in an electronic issuance licensee’s business name is prohibited.
  • An X-License holder that does not have the bond requirements prescribed above on file with the DMV, and/or has not removed “Department of Motor Vehicles” or “DMV” from their business name by October 1, 2024, will be subject to suspension.
  • A fee capped at $25 for each registration or title application filed with the DMV, and a requirement to submit additional consumer protection information with these transactions.
  • X-License holders must apply for an electronic issuance license and meet all new statutory requirements by October 1, 2024. In the case of an X-License that has been placed under suspension by the DMV, the license holder is responsible for resolving all issues related to the suspension before an electronic issuance application will be considered. There is no provision for exception.

  • Marker Plate Issuance ($20,000)
  • Customer Indemnity ($20,000)
  • Registration and Title Fees ($5,000)

A Non-refundable license fee is required up front with your application submission. Please submit a check made payable to “DMV” for the specified fee below.



License fee: $250

Please note:  An electronic issuance license is renewed biennially accompanied by a fee of $250.00.  Licenses renewed following the expiration date will be subject to a late fee of $100.00.  Any license that has been expired for more than forty-five days will not be renewed.
