➤ Learner’s Permit Knowledge Testing is being done by appointment only at the DMV’s Cheshire (Wednesday – Friday) and Wethersfield (Tuesday – Friday) locations. All appointments will be confirmed or canceled by email. Be sure to check your email prior to heading to the DMV.

The DMV’s staff is working diligently to reduce its backlog and to provide critical services to essential businesses. Transactions are being completed as quickly as possible, in the order in which they are received. The average turnaround time is approximately 20 business days. How to Exchange from Your Connecticut Non-Driver Photo ID
to a Learner's Permit or Driver's License

NOTE:  You will not receive a permanent driver license or ID card while at a DMV office.   It will arrive through the mail.  You will keep your expiring license/ID and receive a temporary paper card.  For more on this, please see Central Issuance. After visiting an office, you can track the delivery of your new card.
Your non-driver ID card must be unexpired or not expired for longer than two years to qualify for an exchange.
If you have a Connecticut DMV-issued ID card, you may exchange it for a new learner's permit or your previous driver’s license without bringing all of your identity documents to DMV.  Select your choice below and follow the instructions:

Exchange Your Non-Driver ID for Your Previous Driver’s License
The process to exchange your non-driver ID for your previous driver’s license is based on the expiration date of your previous driver’s license.  Select your choice below and follow the instructions.
Exchange a Connecticut Non-Driver Photo ID for a Driver's License (Previous License is Valid for Longer than 6 Months)

If your previous license is valid for longer than 6 months, you will be issued a duplicate of your previous driver license.

What to do: 
  • Proceed to any DMV office (AAA locations, Milford and North Haven Nutmeg State Financial Credit Union, Stamford (The WorkPlace, Inc.) and West Haven City Hall do not provide this service).
  • Complete license application for duplicate (DMV Form 1-B).

Exchange a Connecticut Non-Driver Photo ID for a Driver's License (Previous License is Expiring within 6 Months or has Expired for Less Than 2 Years)

If your previous license is expiring within 6 months or has expired less than 2 years, you will be issued a renewal of your previous driver’s license.

What to do:
  • Proceed to any DMV office (AAA locations, Milford and North Haven Nutmeg State Financial Credit Union, Stamford (The WorkPlace, Inc.) and West Haven City Hall do not provide this service).
What to bring:
  • You have the option to bring your non-driver ID card as your only required form of identification. You also have the option to have your identity verified through the Real ID program, if you have not done so already. If you choose this option, you will be required to provide additional identification and your driver’s license will meet federal standards. 
  • If your name has changed, please see name change documents section on acceptable forms of identification (scroll down to Section 5 on list).
  • Non-U.S. citizens may be required to provide additional identification
