State law requires DMV to assess a $20 late fee to the owner of a vehicle who did not meet the deadline to complete required emissions testing.

 

This online system allows you to make emissions late fee payments only. You may have more than one late fee or could have multiple vehicles with late fees due.

What you need to know

 

An emissions late fee is assessed under the following conditions if an emissions test is not completed:

  • A vehicle was tested more than 30 days past the due date.
  • A vehicle failed an emissions test and didn’t have the vehicle retested within 60 days.
  • A vehicle was issued a time extension and it wasn’t tested before the extension expired.

Note: An aborted test is not a completed test and will not prevent a late fee.

Payment

Emissions late fees are $20 each.

Once you have confirmed that you owe the late fee or received a bill in the mail, you can pay:

Required information

  • Name of the individual who owes the fee(s) – you will need to provide the first and last name as it appears on the bill. Do not enter middle initial.

  • The CT plate number or reference number as it appears on the bill.

  • Current return mailing address. If your address has changed, and you have not reported it to DMV, please follow these instructions.

  • A valid e-mail address.

  • Billing information for the credit card used to make the payment.

Receipts

After completing your payment, be sure to print and keep a copy of your receipt for your records. A payment confirmation will also be sent by email. Please remember, this is only a payment receipt.

Per Connecticut General Statute 14-50(f), whenever a payment of any fee to the DMV by means of a credit or debit card is rejected or dishonored, the DMV will charge a fee of $35 for a payment amount of not more than $200, and a fee of 15% of any payment in excess of $200, plus all protest fees or charges to cover the cost of the collection.

How can I pay my emissions test late fee?

You can pay the emissions test late fee in three different ways:

  • Online by visiting this website
  • By mail. Your payment must include the enclosed envelope and invoice stub that came with your bill.
  • In-person at any DMV office. Find the closest office here.

Can I add my late fee payment with my online registration renewal payment?

The emissions test late fee must be paid separately online, by mail or in person. Refer to "How can I dispute my emissions test late fee?" for more information. 

How can I find out if I owe an emissions test late fee?

I lost my notice from DMV about my emissions test late fee. What do I do?

I have yet to pay my late fee. Will I still be able to renew my registration?

Yes. DMV provides a temporary reprieve for vehicle owners which allows them to register vehicles while still owing a late fee. However, DMV advises vehicle owners to make their late fee payments when they receive a notice.

I no longer own the vehicle, why did I get a notice for a late fee?

The late fee notice was sent to the owner of the vehicle at the time the test deadline was missed.

I moved out of state; do I still have to pay the emissions late test fee?

Yes, the emissions test late fee was assessed at a time when the vehicle was still listed on record as being registered in the state of Connecticut.

I mailed my late fee to DMV. Will I be mailed a receipt for my payment?

No. You will not be mailed a receipt following a mailed payment. Please keep a copy of your late fee notice, and check or money order for your records. You can also check the payment status onlinePlease allow time for the payment to be processed before checking the status.

I recently moved. How do I know if my late fee was sent to the correct address?

The emissions late fee notice will be mailed to the vehicle owner’s current address on file at DMV.

I provided my e-mail address when I paid my late fee online. What will my address be used for?

The email address provided during the online late fee payment process is used to send a confirmation receipt for payment. It doesn’t sign up the customer for any further official notices from DMV.

I just had my vehicle tested for emissions and I was told I owe a late fee. Can I pay my fee now?

I went to DMV’s “Compliance issues” webpage, and it did not show my emissions test late fee? Do I still owe the fee?

The “Compliance issues” webpage won’t show emissions late fee information. Vehicle owners will also be notified about the late fee by mail.

How can I check when my vehicle is due for an emissions test?

Customers can check their emissions test dates and find a test center online.

Can an emissions late fee be waived?

Late fee notices can be waived if any of the six (6) reasons listed below applies to your vehicle.

  1. VIN error: The vehicle was tested on time, but the emissions test vin does not match the registration VIN.
  2. Military: The vehicle owner is in the military and the vehicle is out-of-state and cannot be tested.
  3. Stolen: The vehicle was stolen and could not be tested.
  4. Vehicle was in an accident and under repair when it became late.
  5. Vehicle was sold, totaled, junked prior to it becoming late.
  6. Vehicle owners moved to another state and neglected to cancel the CT registration.
