Connecticut Department of Motor Vehicles Announces New Web Portal for State Emissions Program Focusing on Convenience and Efficiency for Residents

Motorists can now sign up for digital reminders, find a nearby test center, and more

(HARTFORD, Conn.) – The Connecticut Department of Motor Vehicles (DMV) announced today the launch of a totally updated web portal for the Connecticut Emissions Program. The new consumer-friendly website provides Connecticut motorists with the information and tools required to successfully plan, schedule and manage the emissions testing process. The updated CTemissions.com is modern, functional, and mobile-responsive. The site continues to include useful program information, while adding significantly improved features and tools to help residents locate a nearby test center, lookup a vehicle’s compliance status, and determine when a vehicle’s next emissions test is required.

For the first time, Connecticut motorists can sign-up to receive a series of digital reminders that their emissions test is approaching. The reminder tool takes less than one minute to complete, and users can receive email and/or text reminders. After entering a Vehicle Identification Number (VIN), residents will receive a reminder 45 days, 30 days, 15 days, and one day before their due date.

Digital reminders will reduce the state’s carbon footprint by eliminating the need for a postcard to be sent by U.S. Postal Service. The new tool will also likely result in fewer motorists missing their emissions test and being assessed a late fee.

The DMV has partnered with Opus Inspection, a Connecticut-based company and global leader in vehicle emission testing, to manage the Connecticut Emissions Program. Opus is responsible for the day-to-day oversight of the program and managing all aspects of testing, equipment, service, inspector training, and motorist communications.

“Opus is known around the world for designing and building emission testing programs that are reliable, accurate, and technologically advanced – the fact that their headquarters are in Connecticut is a bonus,” said DMV Commissioner Sibongile Magubane. “As part of the contract, Opus will also train the next generation of Certified Emission Repair Technicians, providing students at technical high schools around the state with convenient and affordable training.”

Enhancements have also been made at Connecticut Emissions Program Testing Centers, including new emissions testing equipment, station signage, and easy to understand materials to help motorists if their vehicle exceeds the allowable emissions standards.

“This upgrade to the Connecticut Emissions Program and CTemissions.com is part of our ongoing efforts to reimagine our offerings and focus on the customer experience,” DMV Deputy Commissioner Tony Guerrera said. “Our team is always looking for ways to move our modernization efforts forward and we will continue to identify opportunities for improvement in 2022.”

“The program rollout, including equipment distribution to more than 200 stations and training of 700 inspectors, began this summer and continues to progress smoothly,” said Jack Pierce, Connecticut Program Manager, Opus Inspection. “Testing centers began using the new equipment on Saturday, November 27 and more than 19,000 emissions tests have already been conducted. More than 80 percent of service centers are now fully operational, and the remaining stations will be live within the next 10 days.”

Vehicles registered in Connecticut are tested every two years by a network of more than 200 privately-owned automotive service facilities located throughout the state. By identifying vehicles in need of repair, the state continues to improve air quality and meet regulations imposed by the Environmental Protection Agency (EPA) and the Clean Air Act.
