The Strategic Plan covers fiscal years 2026 through 2030. CONN-OSHA identified the most hazardous industries in state and local government by evaluating data from serious citations (compliance) and recommendations (consultation) issued from May 1, 2022, through April 30, 2025.
The identified high-hazard workplaces include water, sewer & other systems; facilities support services; janitorial services; landscaping services; other services to buildings & dwellings; elementary & secondary schools; junior colleges; and automotive repair & maintenance.

CONN-OSHA’S alternative approach to adoption of the Federal OSHA Field Operations Manual (FOM), CPL 02-00-164 June 30, 2020
Connecticut adopted its FOM identical to the Federal OSHA FOM, except for the penalty structure in chapter 6, as CONN-OSHA maintains its current penalty structure (CGS 31-382). Connecticut did not adopt Chapter 16, Disclosure Under the Freedom of Information Act (FOIA), as Connecticut has its own State Freedom of Information Act (CGS 1-200 through 1-259).
