Phase 2
Phase 3A
This phase focused on expanding double track segments and modernizing rail infrastructure in the Hartford area, enabling more frequent and reliable service.
- Double tracking completed from Hartford Yard to Windsor
- Interlockings modernized to support improved train movements
- Public and private grade crossings upgraded for safety and efficiency
Total cost: $120.3 million ($30 million federal, $90.3 million state)
Future Improvements
Phase 3B Double Track in Enfield
The purpose of this project is to improve safety and capacity for the Amtrak Hartford Line corridor by establishing a double track in Enfield.

The purpose of this project is to improve safety and capacity for the Amtrak Hartford Line corridor by establishing a double track from West Hartford to Hartford.

Phase 3B Double Track in Windsor and Windsor Locks
The purpose of this project is to improve safety and capacity for the Amtrak Hartford Line corridor by establishing a double track from Windsor to Windsor Locks.

Route 159 Utility Relocation and Roadway Improvements
The purpose of this project is to relocate a line of existing utility poles on the east side of Route 159 to the west side of the roadway.This will allow for the realignment of the existing track of the Hartford Line and the installation of a second track to support increased train service.The project also includes relocation of an existing traffic signal mast, curb, and sidewalk improvements and roadway safety improvements.
