State Labor Relations Act (SLRA)

(Conn. Gen. Stat. §§ 31-101, et seq.)

Background

The State Labor Relations Act was enacted in 1945 and was modeled, in significant part, after the original federal Wagner Act. The SLRA covers private employers who do not fall under the jurisdiction of the National Labor Relations Board. This Act created the State Board of Labor Relations and gave it functions similar to those of the NLRB. It has not been amended in any substantial way since its enactment. Because of the jurisdiction of the NLRB over most private sector employers, cases arising under the SLRA constitute less than 10% of the Labor Board's case load.
