Environmental Planning - Cultural Resources

Conducts archaeological and historical investigations at for CTDOT construction projects to identify their heritage and cultural significance under Section 106 and §4(f) guidelines. Investigates sites through distinct phases to excavate, recover, and acquire cultural materials. Works to designate landmarks and cross-date artifacts through coordination with federal and state regulatory agencies, including the Federal Highway Administration (FHWA), the National Park Service (NPS) and the Advisory Council on Historic Places (ACHP). Initiates tribal consultation with federally recognized indigenous tribes and identify resource importance with the CT State Historic Preservation Office (CTSHPO).

Archaeological Projects

The Cultural Resources Unit performs comprehensive archaeological evaluations in two phases:

  • Phase 1: Archaeological Assessment and Reconnaissance Survey
  • Phase 2: Intensive Archaeological Survey and Data Recovery 

Background investigations and sufficient documentation falls under the scope of Phase 1. Sub-surface investigation is present in each phase; excavation in Phase 2 is often more extensive. Each phase is followed by a written report stating the findings and a recommendation whether to investigate further, along with the respective necessary actions.  

Historic Bridges

Historic architecture falls under the historic category of archaeological sites, determined based on post-European settlement. Generally, it must be at least fifty years old to be eligible for historic designation. Bridges or bridge ruins are sufficiently documented preceding work, analyzing the interior and exterior design aspects. A written narrative is created following documentation, including the respective photography and describing the history of the resource.
