Overview of Mandatory Rights, Statewide Transfers, and Rescinding a Resignation or Retirement

You can use the Online Employment Center (JobAps) and the Freenames system to manage mandatory rights, statewide transfer requests, or rescind a resignation or retirement request with the State of Connecticut.This service allows you to review your eligibility, submit and track requests, access required forms, and use job search tools to support your return to or movement within state service.

Mandatory Rights: This section is for current or former state employees who have been laid off, noticed for layoff, accepted a demotion in lieu of layoff, or been notified of eligibility for mandatory rights. It also applies if you recently failed a working test period and have held permanent classified status previously, are exercising your right to return to the classified service from the unclassified service, or are a recently separated NP-2 employee with Article 39 rights.

You can also use this service if you are a current employee requesting placement on a Statewide Transfer list, or a former employee seeking to rescind a resignation in good standing or a voluntary retirement. There are no mandatory rights associated with placing your name on a statewide transfer list.
