How to Rescind your Resignation in Good Standing or Voluntary Retirement

Use the Freenames system in the Online Employment Center (JobAps) to request a rescind of resignation in good standing or voluntary retirement from state service.

This process follows:

  • DAS General Letter 177, or

  • The Impact Agreement of Executive Orders 13 F and G

(collectively referred to as “rescind resignation” or “resignation”).

Eligibility

To be approved to rescind a resignation or voluntary retirement, you must:

  • Have attained permanent status as a State employee

  • Have separated from state service in good standing

  • Have resigned or retired from:

    • A position in the Classified service, or

    • A bargaining unit position in the Unclassified service within the Executive Branch

The State of Connecticut is not required to rehire individuals who rescind a resignation, and there are no reemployment rights associated with this process.

If your rescind request is approved by DAS Statewide Human Resources Management (SHRM) and you are rehired, you may be eligible for certain privileges in accordance with:

  • DAS General Letter 177, or

  • The Impact Agreement of Executive Orders 13 F and G

To proceed, you must meet all eligibility criteria listed above.

Job Class Information

You must know the official job title of the position in which you held permanent status. In most cases, this is your last position, and your last paystub will contain this information.

If your job class has multiple job codes due to different weekly hours, you must select each applicable job code to be considered for openings assigned to those codes.

Example:
If you resigned in good standing with permanent status from Information Technology Analyst 1, select:

  • 7603EU – Information Technology Analyst 1 (35 Hour)

  • 7603FD – Information Technology Analyst 1 (40 Hour)

If you did not attain permanent status in your last position but previously attained permanent status in another position, you must know the official job title of that earlier position.

If you are unsure about your eligibility or job title, contact your former Human Resources representative.

Steps to Submit Your Request

  1. Go to the State of Connecticut Online Employment Center (JobAps):
    Log in to the State of Connecticut Online Employment Center (JobAps)

  2. Under Application Template, select Freenames.

  3. On the Freenames page, under the Rescind of Resignation or Retirement category, select the Rescind of Resignation or Retirement radio button.

  4. Select Start Application.

  5. Select the checkbox next to the job class(es) for which you held permanent status and the associated pay plans.

    Important:
    Do not use the search bar to select job classes. Using the search bar will uncheck any classes you have already selected.

  6. Scroll to the top of the page and select Add All Checked Classes to My RESCND Application.

  7. Under Terms of Use Agreement, select I agree with the above terms of use.

  8. Select the option that applies to you:

    • If you have registered previously:

      • Select I have Registered Previously.

      • Enter your JobAps User ID and Password.

      • Select Retrieve Application and choose an application template or submitted application to copy.

      • Your application will auto-populate. Complete all required fields marked with a red asterisk (*).

    • If you have not registered previously:

      • Select I am a New User and follow the instructions to create a JobAps account.

      • A new Freenames application will open. Complete all required fields marked with a red asterisk (*).

  9. You will be directed to the Profile tab. Information may auto-populate from previous JobAps submissions.

    Note:
    If you resigned or retired from a bargaining unit position in the Unclassified service, select Yes to the question:
    “I held permanent, classified State service at the time of my resignation or retirement in good standing.”

  10. Complete each tab of the application. At the bottom of each page, select Save & Continue.
    Fields marked with a red asterisk (*) are required.

  11. On the Other tab, under Required Additional Materials, select n/a, then select Save & Continue.

  12. On the Review tab, review all information. If it is correct, select Ready to Send App.

  13. If corrections are needed, make them. Then select the Submit tab, certify the statements by checking the box in the upper corner, and select Submit to State of Connecticut.

  14. A confirmation pop-up will appear with instructions to add the accepted email address to prevent messages from being filtered as spam. Select OK.

  15. A Confirmation of Employment Application Submission page will display, showing the title(s) of the Freenames – Rescind of Resignation or Retirement application(s) you submitted.

Note:
If you forgot to select a job class, after submitting the application, select Return to Online Employment Center and start a new Freenames application to add any missed job classes.

What Happens Next

After submission and approval by DAS Statewide Human Resources Management (SHRM):

  • Your name will be placed on certified recruitment list(s) that match:

    • Your former job class title

    • Selected location(s), shift(s), and type(s) of employment

  • Placement duration:

    • Two (2) years from the date of resignation or voluntary retirement if approved under DAS General Letter 177, or

    • One (1) year from the date of separation if approved under the Impact Agreement of Executive Orders 13 F and G

You will receive an email notification from DAS SHRM indicating whether your rescind request is approved or not approved.

If approved:

  • The email may include an attachment (CT HR-6A form) listing other job classes in which you previously held permanent status.

If not approved:

  • Your name will not be placed on recruitment lists.

  • You must apply individually to job openings for which you are interested and qualified.

  • Rescind privileges under General Letter 177 or the Impact Agreement of Executive Orders 13 F and G will not apply.
