Non-Priority List grants can be approved directly by the Commissioner of DAS. Non-Priority List grants are awarded on a case-by-case basis, outside of the Priority List schedule.

UPDATE: The former HVAC Indoor Air Quality Grant Program has been formally integrated into the non-priority list process, for which the Commissioner can approve grants administratively on a monthly basis. This change will enable school districts to access funding for essential upgrades to heating, ventilation, and air conditioning (HVAC) systems and other improvements to indoor air quality in school buildings through a more consistent and predictable process. Effective August 1, 2025, the non-priority grant application will include an option for HVAC projects.
