How to Submit Post–Final Plan Review Revisions for Eligibility Review
Purpose
Districts must submit to DAS for review all officially issued revisions to a school building project made after Final Plan Review that may affect reimbursement eligibility. This review is limited to determining reimbursement eligibility and is separate from the post-award change order eligibility review process.
When to Submit
Districts are encouraged to submit revisions as they are officially issued or finalized. All Required Revisions must be submitted before DAS begins the post-award change order eligibility review.
Examples of revisions to be submitted include:

Addenda
-
Redesign or rescope revisions
-
Bid-phase revisions
-
Revisions associated with rebidding or repackaging the project

Other substantive revisions affecting project scope, cost, or eligibility
If no Required Revisions were issued after Final Plan Review, the District should submit a brief written statement confirming no such revisions were issued.

Required Submission Materials
To support reimbursement eligibility review, Districts must submit the following:
1. Summary of Revisions
Provide a concise summary on District, Construction Manager (CM), or lead design professional letterhead, as appropriate.
The summary should identify:

Each revision
-
The reason for the revision
-
Any potential impact on reimbursement eligibility
Where applicable:

The CM should summarize revisions related to construction management, procurement, sequencing, packaging, or other CM-directed changes.

The lead design professional should summarize revisions to the design, drawings, specifications, or other A/E-issued documents.
The summary should provide sufficient detail for DAS to understand the nature and extent of the revisions without conducting a comprehensive review of the construction documents.
Purely clerical, administrative, formatting, or typographical corrections that do not materially affect project scope, cost, or construction documents do not need to be submitted for reimbursement eligibility review.
2. Revised Documents Indicating the Revisions
Submit documentation sufficient to identify all Required Revisions issued after Final Plan Review.
Supporting documentation may include:

Revised drawings (signed and sealed where required*)

Revised specifications (signed and sealed where required*)
-
Sketches
-
Narratives
-
Other documentation necessary to explain the revisions
When available, submit a Conformed Set of the bid documents or the Permit Set. These documents assist DAS during subsequent change order eligibility reviews.
*Documents that ordinarily require professional certification should be submitted with the appropriate signed and sealed certification.
3. Project Identification Information
Include the following on all submitted documents and in the file name of the submission package:

Additional Review
If DAS determines additional discussion is necessary to complete the reimbursement eligibility review, DAS may request a meeting with the District and appropriate project representatives, including the lead design professional, Construction Manager, Owner’s Project Manager, or other project team members, as appropriate.
Definitions
Conformed Set
A complete set of signed and sealed bid documents incorporating all issued pre-award revisions and addenda.
Final Plan Review
Also commonly referred to as the Pre-bid Conformance Review (PCR).
Officially Issued Revision
A revision formally issued by the District, lead design professional, or Construction Manager as part of the procurement or contract documentation.
Permit Set
A complete set of signed and sealed construction documents submitted to the municipality to obtain a building permit, including applicable architectural, structural, life safety, mechanical, electrical, plumbing, and other code-related documents.
Required Revisions (Revisions Requiring Submission)
Officially issued revisions made after Final Plan Review and before execution of the applicable construction contract(s) that may affect reimbursement eligibility and therefore must be submitted to DAS for reimbursement eligibility review.
Examples include addenda, redesign or rescope revisions, bid-phase revisions, rebidding or repackaging revisions, and other substantive revisions affecting project scope or cost.
Purely clerical, administrative, formatting, or typographical corrections that do not materially affect project scope, cost, or the construction documents do not require submission for eligibility review.
Summary of Revisions
A concise written explanation of revisions submitted for reimbursement eligibility review. The summary should provide sufficient background to explain the purpose, scope, and potential reimbursement eligibility impacts of the revisions. The summary may be prepared by the district, Construction Manager, or lead design professional, as appropriate.
