Non-Priority Application Required Documents at Time of Application

To ensure your district's application for the Non-Priority School Building Projects Grant is considered, please submit all required documentation via the Core-VSS system in accordance with Chapter 173 of the Connecticut General Statutes (Public School Building Projects). Incomplete applications will Not be accepted and will require resubmission during the next open application period.

  • Completed Non-Priority List Application: Available through the Core-VSS system

  • Local Funding Authorization: Certified minutes verifying municipal or district approval of the local share of project costs. The minutes must identify the approving body (e.g., referendum, Town Council). If funding was approved as a lump sum, an allocation letter specifying amount and purpose must be signed by the town finance director.

  • Educational Specifications: Must include the project rationale, long-range planning details, and scope. Clearly label the document as “Educational Specifications.

  • Board of Education Approval of Educational Specifications: A copy of the signed minutes from the Board of Education showing a favorable vote on the Educational Specifications for the proposed project.

  • Enrollment Projections and Facility Reports: Eight-year enrollment projections by school and grade for the district.

  • Cost Estimates and Budget Breakdown: Submit a comprehensive breakdown of both eligible and ineligible project costs. This must include the OGA Excel Cost Estimate, which is available as an attachment within the Core-VSS event. Additionally, the PSCCD (Public School Construction Cost Database) must be accessed and submitted via the Biznet system.

  • Resolutions: Certified town resolutions granting:
    a) Superintendent approval to apply for and accept the grant
    b) Establishment of a building committee
    c) Authorization for at least the preparation of schematic drawings and outline specifications

  • Roof Replacement Projects:
    a) Roof sketch and key plan identifying existing roof(s), age(s), legend, and replacement area.
    b) Current roof warranty confirming roof system age.

  • Code Violation Projects: Documentation from a local, state, or federal agency identifying conditions in violation of Conn. Gen. Stat. § 10-287(7).

  • HVAC Projects (Effective August 1, 2025): Attestation confirming the district’s responsibility for routine maintenance, cleaning, and training of school maintenance staff in proper system use.
