The Reconfiguration of the Route 17 On-ramp to Route 9 Northbound Project Updates (Rev. 7/2/2025)
The project team has been steadily making progress on the Middletown Reconfiguration of Route 17 to Route 9 northbound Project. Thank you for your patience as we continue to improve Middletown’s transportation network. Here is an overview of completed, current, and upcoming tasks.
Project Updates:
Route 9 Southbound-Exit 23B Off-Ramp Opening and Construction Traffic Shift
Residents, commuters, and the traveling public are advised that on or about July 8, 2025, the southbound Route 9 Exit 23B (old Exit 14) DeKoven Drive off ramp will be reopened to traffic. In conjunction with the ramp reopening, the travel lanes on Route 9 southbound between Washington Street and Route 17 southbound will be shifted to the newly constructed lanes to allow for replacement of the existing southbound Route 9 bridge over Union Street.
Motorists should note the following:
- Traffic Shift: Route 9 Southbound will be rerouted in response to ongoing roadway improvements.
- Route 9 SB Exit 23B (DeKoven Drive) to Reopen to Traffic: Drivers headed southbound will now be able to use Exit 23B to access downtown Middletown and DeKoven Drive.
- Speed Reductions and Work Zones: Motorists are advised to reduce speed and use caution through the new traffic pattern and active construction zones.

This work is a part of the Reconfiguration of the Route 17 On-ramp to Route 9 Northbound Project in the City of Middletown and is part of the CTDOT safety improvement initiative to mitigate front-to-rear crashes at the ramp entrance to Route 9 northbound.
About the Project
Main Street Extension and Route 17 Interchange Improvements
- The realignment of the 17 southbound on-ramp with the Route 17 southbound off-ramp at Main Street Extension on and off ramp is complete.
- The replacement of the existing traffic signal will create a more typical signalized intersection configuration.
Planned Construction Activity
Bridge 00638 - Route 9 over Union Street (Spring 2024-Spring 2025)
- Construct new western spans of Bridge 00638.
- Reconstruct exit 14.
- Two lanes of traffic in each direction maintained on Route 9.
Bridge 000638 - Route 9 over Union Street (Summer 2025-Summer 2026)
- Traffic Shift; Remove existing SB lanes of Bridge 00638.
- Construct new section of Bridge 00638.
- Two lanes of traffic in each direction maintained on Route 9.
Bridge 000638 - Route 9 over Union Street (Summer 2026 - Spring 2027)
- Construct the new eastern section of Bridge 00638 (northbound).
Route 9 / Route 17 / Harbor Drive (Spring 2027 - Fall 2027)
- Construct median barrier along Route 9.
- Final Mill and Overlay.
- Open all new lanes to traffic.
- Close Harbor Drive on-ramp.
