This Reconnecting Communities Pilot Program grant application requested funding to perform a planning study to complement and build upon collaborative visioning completed in the GHMS PEL, to perform a use analysis and advance preliminary engineering for the realignment, lowering and capping of Interstate 84 (I-84) and the Hartford Line rail corridor in the City of Hartford. This work is part of the pre-National Environmental Policy Act (NEPA) planning work to advance the City Link program toward the environmental review phase
This Federal State Partnership for Intercity Passenger Rail Program for Projects on the Northeast Corridor (FSP-NEC) grant application requested funding to advance planning and conceptual engineering for the rail portion of the City Link Core Component. This portion of City Link proposes realigning the Hartford Line and reconstructing the Hartford Union Station to the west of its current location. The Project will address structural and operational deficiencies (improved safety), improve service quality, increase speeds, reduce intercity rail travel times, and enhance freight operations.
This Reconnecting Communities and Neighborhoods grant application requested funding for the River Gateway Core Component of GHMP. The funding will enable CTDOT to initiate the preliminary engineering, environmental documentation, and public outreach for the Project. The Project’s goals are to: Better connect the historically disadvantaged communities of Hartford and East Hartford through a new multimodal local bridge and removing the barrier created by Interstate 91 (I-91); Reduce traffic speeds entering the City of Hartford on the Whitehead Highway and create a safer, more human scale connection; and Increase access to the City of Hartford, its surrounding neighborhoods, and to the riverfront encouraging new opportunities for economic development and leisure.
