The Federal Highway Administration (FHWA) On-the-Job Training (OJT) Program supports workforce development within the highway construction industry by providing training and apprenticeship opportunities on federally funded transportation projects. The Connecticut Department of Transportation (CTDOT) administers the OJT Program in accordance with Title 23, Code of Federal Regulations (CFR), Part 230, Subpart B.
The CTDOT Office of Opportunity and Business Development (OOBD) oversees the administration, monitoring, and compliance of the OJT Program on applicable Federal-aid highway construction contracts. The program supports CTDOT’s efforts to expand access to training and career opportunities within the transportation construction industry while promoting the development of a skilled and qualified workforce on CTDOT projects.
The OJT Program is project-based, and trainees or apprentices are hired, employed, and supervised by contractors working on FHWA-funded construction projects. Contractors assigned OJT requirements must make good faith efforts to provide meaningful training opportunities that develop trainees toward journey-level status.
Training programs utilized to satisfy OJT requirements must be United States Department of Labor (USDOL) approved. OJT training hours are project-specific and may not be transferred, shared, or applied across multiple contracts.
