Where a school building project includes new playgrounds, Local Education Agencies (LEA’s) should ensure the playground design, equipment, surfacing, and accessible routes comply with all applicable federal, state and local codes, statutes, regulations, criteria, and standards, applicable ASTM standards, and Public Playground Safety Handbook published by the U.S. Consumer Product Safety Commission (CPSC).
LEA’s should also recognize that playground equipment and surfacing require periodic inspection, maintenance, and replacement throughout their service life and in doing should follow manufacturer’s recommendations.
In addition to the U.S. Consumer Product Safety Commission (CPSC) Public Playground Safety Handbook, other sources of information include Connecticut C.G.S. Chapter 416 and Regulations of Connecticut State Agencies Title 21a; “Report of the School Safety Infrastructure Council”; applicable ADA guidelines and standards; and equipment and surfacing manufacturer’s maintenance recommendations (redundant if same info is added to second paragraph).
