Welcome to the webpage for Project Number 0083-0272, Interstate 95 Southbound Exit 38 Deceleration Lane Extension, in the City of Milford.
A virtual public informational meeting for the project was held on Tuesday, October 29 at 7:00 p.m. The recording of that event can be accessed at the CTDOT Virtual Public Information Meeting Video Library.
The purpose of the project is to improve safety and reduce congestion on the Interstate 95 Southbound exit 38 off-ramp leading to the Milford Parkway. This project is needed because the existing off-ramp has a deficient deceleration length, which directly contributes to congestion and crash rates higher than adjacent sections of freeway.
The project proposes the deceleration lane on Interstate 95 Southbound Exit 38 be extended to provide an 800’ deceleration length. This off-ramp experiences high volumes of traffic during peak hours (approx. 1470 veh/hr). There have been reports of congestion and congestion related crashes in the vicinity of the ramp. Extension of the deceleration lane will provide adequate deceleration length meeting current design standards and move the exiting traffic out of the through travel lanes on Interstate 95. The deceleration lane is to be extended by widening the right shoulder of Interstate 95 Southbound for approximately 1100’.
Based on the preliminary evaluation of the available contours, impacts to the existing wetland area north of Interstate 95 Southbound are not anticipated. Crushed stone for slope protection or riprap can be used if grading at slopes steeper than 2:1 will avoid wetland impacts. Culvert lining and headwall modifications will be required as part of the project for an existing 60” ACCMP under Interstate 95 impacted by the roadway widening. Work will also include removing/installing new guiderail, removing/installing new catch basins, pipes, and end walls, removing/installing new signs, and removing/installing illumination poles.
Right-of-way impacts associated with the proposed project are not anticipated.
Construction is anticipated to begin in Fall 2027 based on the availability of funding and approval of permit(s). The estimated construction cost for this project is approximately $7.2 million. This project is anticipated to be undertaken with 90% federal funds and 10% state funds.
