Public Information Meeting on Heroes Tunnel Project in various town in Connecticut

12/19/2025

The Connecticut Department of Transportation (CTDOT) will conduct a hybrid public information meeting concerning the Heroes Tunnel Project on Monday, January 12 at 5:00 p.m. The in-person option will be held at the New Haven Fire Academy, at 230 Ella T. Grasso Blvd. in New Haven. The meeting location is ADA accessible. The virtual option will be held on Zoom, and registration is required to attend online. To register, please visit portal.ct.gov/heroestunnel.

The meeting will provide the public with an opportunity to learn about the proposed improvements to the Heroes Tunnel, offer comments, or ask questions. The in-person meeting will follow an open-house format from 5-8:00 p.m.; allowing attendees to review materials and speak one-on-one with the project team. A presentation will be held from 6-7:00 p.m., shown both in-person and virtually, followed immediately by a question-and-answer (Q&A) session for all participants.

Please note that should the meeting be cancelled due to inclement weather, the public information meeting will be rescheduled for Wednesday, January 14, 2026, from 5-8:00 p.m.

“The Heroes Tunnel is a vital transportation link for our region, serving tens of thousands of travelers every day,” said Connecticut Department of Transportation Project Manager Tracey Brais. “The upcoming public information meeting is an important opportunity for the community to learn about the rehabilitation project, ask questions, and share their perspectives. Our goal is to ensure that residents, commuters, and all stakeholders clearly understand the improvements planned and the long-term benefits of this project.”

Right-of-way impacts include a drainage right-of-way for maintenance of new catch basins and temporary construction easements for access to tunnel facilities.

Construction is anticipated to begin in spring 2028 based on the availability of funding, acquisition of rights of way, and approval of permits. The estimated construction cost for this project is approximately $150 million. This project is anticipated to be undertaken with 80% federal funds and 20% state funds.

Individuals with limited internet access can listen to the meeting by calling (877) 853-5257 and enter Meeting ID 842 1605 2942. Individuals with hearing and/or speech disabilities may dial 711 for Telecommunications Relay Services (TRS).  Individuals with limited internet access may also request that project information be mailed to them within one week by contacting Tracey Brais at (860) 594-3171 or Tracey.Brais@ct.gov.

Language assistance may be requested by contacting the CTDOT Language Assistance Call Line (860) 594-2109. Requests should be made at least five business days prior to the meeting. Language assistance is provided at no cost to the public and efforts will be made to respond to timely requests for assistance.

Non-English language closed captioning will be available on Zoom. The recording will also be posted following the meeting in the list of CTDOT virtual public meetings at portal.ct.gov/ctdotVPIMarchive.

Members of the public can submit comments and questions during the two-week public comment period following the meeting. Please submit comments and questions by Wednesday, January 28, 2026, to heroestunnel@ct.gov, (860) 594-2020 or by contacting Tracey Brais at Tracey.Brais@ct.gov.  Please reference State Project No. 0167-0108 in the email or voicemail.
