The Connecticut Department of Transportation (CTDOT) will conduct an in-person public information meeting concerning Phase 3B of the Hartford Line Rail Program on Wednesday, January 28, 2026, at Windsor Locks Town Hall at 50 Church Street in Windsor Locks at 6:00 p.m. The meeting location is ADA accessible.
The public information meeting is being held to provide the public and local community the opportunity to offer comments or ask questions regarding the proposed project. For additional information, please visit portal.ct.gov/HartfordLineImprovements.
“This project will improve safety and capacity for the Amtrak Hartford Line corridor by establishing a double track from Windsor Locks to Windsor,” said Connecticut Department of Transportation Project Manager Jonathan Kang. “We encourage the public to attend this meeting to share their feedback with the CTDOT project team to incorporate into the design.”
The purpose of this project is to improve safety and capacity for the Amtrak Hartford Line corridor by establishing a double track from Windsor Locks to Windsor.
Right-of way impacts are expected to occur at several properties in the project area, with acquisition types including partial takes, permanent easements, and total takes.
Construction is anticipated to begin in summer 2026 based on the availability of funding, acquisition of rights of way, and approval of permits. The estimated construction cost for this project is approximately $160 million. This project is anticipated to be undertaken with 63% federal funds and 37% state funds.
