ADA Title II Municipal Support Services Program

ADA Transition Plans are required by the Americans with Disabilities Act (ADA) for state and local governments to provide a plan for removal of physical barriers to accessibility in transportation systems and facilities for people with disabilities.

ADA Transition Plans should be updated periodically until the inventory of all accessibility barriers is eliminated. CTDOT is partnering with the Regional Council of Governments to support Connecticut Municipalities in their efforts to comply with ADA Requirements through a new ADA Title II Municipal Support Services program.

The program will include:

  • ADA self-evaluations focused on the public right-of-way including but not limited to sidewalks, curb ramps, bus stops and shelters, traffic signal pedestrian buttons and crosswalks for CT municipalities.
  • Development of ADA Transition Plans for CT municipalities that include summary data from field inspections, a list of physical barriers, methods to remove the barriers, an anticipated schedule for the work to be completed and the municipal official responsible for plan implementation.

The Program will begin as a pilot program in the Naugatuck Valley Council of Governments (NVCOG) and include the 19 member municipalities of NVCOG and Pilot Program duration is estimated to be 18 months.

During Phase 1 of the Pilot Program a schedule will be made for the following regions with estimated timeline for work. For all program meetings, communication will be directed from respective COGs.
