Which workers cannot receive unemployment benefits?

Ineligible workers

Some workers are not eligible for unemployment benefits, including:

  • Newspaper carriers under 18
  • Insurance agents (not industrial life insurance agents)
  • Real estate agents paid only by commissions
  • Sole proprietors and partners
  • Children under 21 employed by a parent, and anyone employed by their spouse
  • Outside sales representatives of for-profit travel agencies
  • Elected officials, members of a legislative body or judiciary, some temporary employees, and certain other high-level political employees of a town, city or subdivision.
  • People with certain religious or church-related employment
  • People who work in Connecticut while covered under unemployment laws of other state (for example, railroad workers) 

Eligibility
