Our Approach to Responsible AI

Artificial Intelligence (AI) is transforming how governments deliver services, improve operations, and support residents. The State of Connecticut is committed to using AI responsibly, transparently, and in ways that align with our mission to provide efficient, accessible, and secure services to the public. Connecticut has established a statewide AI governance framework, an annual inventory of approved AI systems, and clear processes to evaluate new AI use cases before they are implemented.

Connecticut’s Responsible AI Framework guides agencies in using AI safely and ethically. Core principles include:

  • Transparency – Clear communication about how AI is used
  • Privacy & Security – Protecting sensitive information
  • Fairness – Reducing bias and promoting equitable outcomes
  • Human Oversight – Ensuring people stay accountable for decisions
AI Responsible Use Framework  

AI System Inventory 

The state publishes an annual AI System Inventory listing all approved AI tools and use cases across Executive Branch agencies. This supports public transparency and helps agencies understand where AI is currently in use.

AI Board and Governance 

The State of Connecticut AI Board oversees AI governance, evaluates proposed AI use cases, and supports agencies in implementing safe and effective AI solutions. The Board includes technology, legal, policy, ethics, and security experts from across state government and partners closely with the DAS Bureau of Information Technology Solutions (BITS).

All new or proposed AI use cases must go through a review process to ensure responsible and compliant use. Agencies should: (1) Review the AI System Inventory (2) Submit an AI Intake Request for any new or unclear use case, and (3) Complete an AI Responsible Use Assessment for higher-risk projects

AI Fellows

Through the Governor’s Fellowship Program, we have placed talented fellows within DAS BITS to help advance the responsible use of artificial intelligence across state government. These AI Fellows:

  • Support agencies in identifying and evaluating AI opportunities
  • Develop best practices and guidance for responsible AI
  • Assist in designing and piloting AI projects in safe, secure environments
  • Contribute to statewide AI governance and policy efforts

This program enhances Connecticut’s ability to explore innovative AI solutions while maintaining a strong commitment to ethics, equity, and public trust.
