The State of Connecticut established an AI Advisory Group (commonly called the AI Board) in Spring of 2024 to offer guidance and standards for emerging AI technology and ease adoption by the state. The AI Advisory Group is chaired by Chief Information Officer Mark Raymond (DAS), and Chief Data Officer Scott Gaul (OPM). Two subcommittees support the work of the AI Advisory Board, the AI Policy Subcommittee and the AI High-Risk Use Case Subcommittee.
AI Policy Subcommittee
The Policy Subcommittee is comprised of representatives from multiple state agencies and guides the responsible use of artificial intelligence across Connecticut state agencies by addressing policy issues related to state agency use of artificial intelligence and ensuring alignment of state use with the existing AI Responsible Use Framework. The group is comprised of representatives from various state agencies working collaboratively to recommend updates and enhancements to the Framework based on the evolving sophistication and availability of artificial intelligence tools. The Policy Subcommittee also develops and recommends targeted ad-hoc policy memorandums to the AI Advisory Group to address specific state agency inquiries regarding the scope, appropriateness, and ethical considerations of using artificial intelligence in public service.

AI High-Risk Use Case Subcommittee
The High-Risk Use Case Review Subcommittee serves as Connecticut’s consultative body for the responsible use of artificial intelligence across state agencies. Tasked with reviewing AI proposals identified as “High Risk”, the Workgroup ensures use cases meet high standards of ethics, fairness, accountability, and transparency, particularly in areas involving bias, privacy, cybersecurity, and civil rights, and provides recommendations and informed opinions regarding AI use. The Workgroup supports this mission by developing a standardized comprehensive questionnaire and communication plan to streamline intake and review processes. Collaborating closely with the AI Policy Subcommittee, it ensures alignment with the Connecticut AI Responsible Use Framework and provides continuous guidance to improve governance practices. Together, these groups ensure that high-risk AI integrations are identified, evaluated, and implemented with appropriate safeguards to protect public interest while enabling responsible innovation.
