For Superintendents

The Department of Administrative Services (DAS) is pleased to share some updates on process improvement initiatives to better service our districts with respect to the school construction grant administration. Additionally, our HVAC Indoor Air Quality Grants for Public Schools webpage is another resource to watch a webinar along with a number FAQs regarding the program.

Payment Documentation:
In order to facilitate the timely processing of payments, DAS has created FORM DAS-1046S ( SUMMARY OF INVOICES FOR PAYMENT REQUEST- DAS-1046S_SUMMARY OF EXPENDITURES) to help districts organize the documentation required for payment requests. This form now is required to be submitted with every payment request and should result in a quick review.


New Forms:
Form names have been revised to support the transition of the school construction grant to DAS. The form remains the same, but the title of the form has changed to reflect DAS as the owner.

Form updates:
- DAS-1049F (old ED049F, SCG-1049F) FINAL GRANT APPLICATION 
- DAS-1049R (old ED049R, SCG-1049R) REVISED GRANT APPLICATION 
- FORM 1060 (new FY2024 Reimbursement Rates)


Reimbursement Rates:
The DAS 2024 Reimbursement Rates have been established. DAS calculates reimbursement rates annually for school construction grants based on a statutory formula (See C.G.S. § 10-285a). The reimbursement rate determines the maximum School Construction grant amount as a percentage of the total eligible costs of a school construction project.

The website School Construction State Reimbursement Percentages will be updated to include the new rates and calculation document.


HVAC/ Indoor Air Quality grant program:
We anticipate that we will open the next round of applications in early September and release program guidance which we hope will help your district in a smooth application process.

In the meantime, we want to remind districts that in order to apply for a grant (HVAC, Priority List, or Nonpriority List), the superintendent must submit the application in CORE-CT. Each superintendent must have their own CORE-CT user account. For information on how to set up an account, please review this guide: Using the CORE-CT Grant Application System
