This memo is intended to outline key statutory requirements and application guidance under Chapter 173 of the Connecticut General Statutes (C.G.S.), which governs the public school building project grant program.

Photovoltaic Project Requirements

To qualify for reimbursement and approval:

  • Application: Projects for photovoltaic systems can be submitted either as a stand-alone non-priority application or as part of a larger construction project through the Priority List application process. If part of a Priority List application, the educational specifications, cost estimates and other documentation must include applicable information related to the photovoltaic system. Districts are encouraged to engage DAS early to confirm project scope and eligibility.

  • Funding: Districts may use federal or third-party incentives. Document any external funding or partnerships that support the project.

  • Ownership: Photovoltaic systems cannot be leased and must be purchased outright in order to qualify for reimbursement under the school building project grant program.

Solar Feasibility Assessments (C.G.S. § 10-292w)

  • On and after July 1, 2025, local and regional boards of education must conduct a solar feasibility assessment for any school building that does not already utilize solar energy prior to applying for a Priority List grant for the building. Please note the assessment is not eligible for reimbursement. The assessment must include information as to the feasibility of installing solar photovoltaic systems on the premises of the school building and must specifically include the following information:

    • The annual load at the electric meters for such school building during the most recent calendar year, if applicable;

    • The area of rooftop space and impervious surface on the premises of such school building that is available to host solar photovoltaic systems;

    • Available opportunities for interconnection with the electric distribution system; and

    • A description of anticipated costs, savings and contractual terms for any such solar photovoltaic systems, including interconnection costs and electric bill credits.
