Non-Priority List Grant Process – Step 5: Construction Begins
As your project moves into the construction phase, please be mindful of the following items to remain compliant with the requirements of your grant:
- Plan Review Approval. See Step 4 for important information about final plan review and approval.
- Statutory Timeline Requirement. Per statute, construction must begin within two (2) years of the effective date of the legislation authorizing the grant.
- Procurement/Bidding Requirements. Districts must comply with applicable state and local procurement and bidding requirements, including C.G.S. § 10-287(b), § 4a-100 and § 4b-91(a)(4).

Document Retention. Districts must retain all procurement and construction
documentation, including but not limited to:
- Bid advertisements
- Bid tabulations
- Award letters
- Contracts
- Change orders and addenda
- Payment records
