Non-Priority List Grant Process – Step 5: Construction Begins

As your project moves into the construction phase, please be mindful of the following items to remain compliant with the requirements of your grant:

  • Plan Review Approval. See Step 4 for important information about final plan review and approval.
  • Statutory Timeline Requirement. Per statute, construction must begin within two (2) years of the effective date of the legislation authorizing the grant.
  • Procurement/Bidding Requirements. Districts must comply with applicable state and local procurement and bidding requirements, including C.G.S. § 10-287(b), § 4a-100 and § 4b-91(a)(4).
  • Document Retention. Districts must retain all procurement and construction documentation, including but not limited to:
    • Bid advertisements
    • Bid tabulations
    • Award letters
    • Contracts
    • Change orders and addenda
    • Payment records
    These records may be required for audit, reimbursement review, and/or project closeout.
