Stamford Transportation Center TOD and Joint Development Opportunity (2025)

CTDOT is launching a once in a generation public private initiative to transform the Stamford Transportation Center (STC) into a modern transportation hub co-developed with Transit Oriented Development (TOD) and supportive public infrastructure. In 2025, CTDOT will release a Request for Proposal (RFP) seeking highly skilled, private developers with the interest and capacity to undertake the Project.

Information on the RFP will be posted to this website and to the Connecticut Department of Administrative Services (DAS) CTSource Bid Board.

Developers and their advisors that are interested in responding to the RFP for the STC/TOD Joint Development opportunity may contact  DOT.TOD@ct.gov for more information.   CTDOT expects to release the RFP in mid-August 2025.   Additional information will be posted to this website as it becomes available.

About the Project

Located at 437 Washington Boulevard and Station Place in Stamford, CT, STC is a multi-modal rail and transit hub that links Stamford, Connecticut’s second largest and fastest growing city, to New York and to key points along the eastern seaboard. STC serves over 5 million MetroNorth, Amtrak, and CTtransit bus passengers every year. After decades of service, facilities within the station area need to be replaced, relocated and repurposed. CTDOT, which owns the station and nearly 11 acres comprising the station area, is seeking innovative approaches to transform the STC into a world class multimodal public transportation hub co-developed with TOD that reflects the state’s commitment to transportation, connectivity, and economic growth.

The STC is located along Amtrak’s Northeast Corridor (NEC), linking Stamford to the Cities of New Haven, Providence and Boston on the northeast and New York to the south, with connections to CTrail service servicing Hartford to the north.
