Welcome to the webpage for Project No. 0172-0529, Replacement and Removal of Retaining Walls in Eastern Connecticut.

A virtual public informational meeting for the project to replace or remove three retaining walls in eastern Connecticut will be held on Wednesday, May 27, 2026, at 6:30 p.m. This meeting aims to inform the community about the proposed project, gather feedback, and answer any questions.

The purpose of the project is to address the deficiencies of three retaining walls and to accommodate safe travel for all roadway users.

 

RW-108-012-001 on Route 12 (near Route 14) in Plainfield

The proposed project will consist of removing the existing retaining wall. The project will also include reconstructing the southbound shoulder to accommodate a wider shoulder and milling and overlaying the southbound section of the roadway with new pavement. Maintenance and protection of traffic during construction will consist of shifting northbound and southbound traffic to the east, with temporary traffic barriers along Route 12, creating a work zone on the west side.

The proposed project will consist of replacing the wall with a new wall system, which will be constructed further away from the edge of road. The project will also include reconstructing the northbound shoulder to accommodate a wider shoulder and milling and overlaying the northbound section of the roadway with new pavement. Maintenance and protection of traffic during construction will primarily consist of alternating one-way traffic on the west side of the roadway, with temporary traffic barriers along Route 17, creating a work zone on the east side.

 

RW-163-203-001 on Route 203 (near Jerusalem Road) in Windham

The proposed project will consist of removing the existing retaining wall. The project will also include reconstructing the northbound shoulder to accommodate a wider shoulder and milling and overlaying the northbound section of the roadway with new pavement. Maintenance and protection of traffic during construction will consist of alternating one-way traffic on the northwest side of the roadway, with temporary traffic barriers along Route 203, creating a work zone on the southeast side.

 

Right-of-way impacts will include slope easements, partial acquisitions, and temporary construction easements. Construction is expected to start spring 2028, depending on funding, right-of-way acquisition, and permits. The estimated cost is $4 million, with 100% state funds.
