Welcome to the webpage for Project 0171-0523, Traffic Control Signal Replacements in Central Connecticut (Enfield, Hartford, Middletown, and South Windsor).
A virtual public informational meeting for the project will be held on Wednesday, July 15, 2026, at 6:00 p.m. This meeting aims to inform the community about the proposed project, gather feedback, and answer any questions. The meeting will take place on Zoom, and a question and answer (Q&A) session will immediately follow the presentation, which will be recorded.
The project involves replacing aging and outdated traffic signal infrastructure with new equipment to meet current standards in order to maintain reliable operation at project intersections throughout Central Connecticut. Replacement locations are selected annually based on an assessment of existing conditions at state-owned traffic signals.
Replacements may include span poles, mast arms, pedestals, signal heads, span wires, conduits, signing and pavement markings, and vehicle detection equipment used for traffic management. Modifications will also be done to pedestrian control features which may include pedestrian countdown heads, push buttons, sidewalk ramps, and sidewalk connections.
Right-of-way impacts are expected to be minimal around new signal equipment and sidewalks at some project intersections. Construction is expected to start spring 2028 depending on funding, right-of-way acquisition, and permits. The estimated cost is $13 million with 100% state funds.
