Welcome to the webpage for the replacements of Bridge No. 05126 carrying White Street over Still River (State Project No. 0162-0161) and Bridge No. 05132 carrying Grantville Road over Mad River (State Project No. 0162-0162) in Winchester.
A public informational meeting for the project was held on Monday, June 9, 2025, at 6:30 p.m. in the Hicks Room on the 2nd floor of Winchester Town Hall at 338 Main Street in Winsted. This meeting aimed to inform the community about the proposed project, gather feedback, and answer any questions. The purpose of these projects is to address structural deficiencies and substandard elements to bring each structure to a state of good repair.
SPN 0162-0161 involves the replacement of Bridge No. 05126; a 2-span 134’ long bridge carrying White Street over the Still River because of the poor condition of the deck and substandard load carrying capacity requiring weight restrictions. The proposed full replacement includes a (2) 65’-span Continuous Steel Beam Bridge with a 24’-0” wide roadway and 5’-6” wide sidewalk that will be designed to carry Design and Legal Loads eliminating the need for weight restrictions and replace the substandard bridge and approach rail system to meet current safety standards. The project will also involve the roadway reconstruction of approximately 500’ of White Street and traffic will be detoured during the proposed 2-season construction.
SPN 0162-0162 involves the replacement of Bridge No. No. 05132; a single span 29’-10” long structure carrying Grantville Road over Mad River due to poor condition of the deck and superstructure, hydraulic inadequacy and a substandard bridge rail and approach rail system. The proposed full replacement includes a 41’-3” long single span Prestressed Concrete Deck Unit Bridge with a 24’-0” wide roadway, improvements to hydraulic adequacy and roadway alignment, and replacement of the bridge and approach rail system to meet current safety standards. The project will also involve the roadway reconstruction of approximately 450’ of Grantville Road and traffic will be detoured during the proposed 1-season construction.
Right-of-way impacts for SPN 0162-0161 include permanent takes, slope easements, and temporary construction easements along with the rights to remove pavement and regrade and install sedimentation control system during construction. Construction for both projects is expected to start spring 2027, depending on funding, right-of-way acquisition, and permits. The estimated construction cost for SPN 0162-0161 is $9.7 million and the estimated construction cost for SPN 0162-0162 is $3.9 million with 80% federal funds and 20% state funds.
