Welcome to the webpage for State Project No. 0137-0164, Replacement of Bridge No. 03906 carrying Alpha Avenue over Amtrak & Local Roads (Frank Turek Viaduct) in Stonington.

An in-person public informational meeting for the project will be held on Thursday, July 31, 2025, at Stonington High School at 176 S Broad Street in Pawcatuck at 6:30 p.m.

The meeting will be broadcasted on the Southeastern Connecticut Television station and uploaded to the town’s YouTube channel. The recording will also be posted following the meeting in CTDOT’s public meeting playlist at portal.ct.gov/ctdotVPIMarchive.

This meeting aims to inform the community about the proposed project, gather feedback, and answer any questions. A question and answer (Q&A) session will immediately follow the presentation.

The purpose of this project is to replace Bridge No. 03906 to maintain safe passage of the Amtrak rail line and local roads at the Frank Turek viaduct while also considering the future travel needs of the community.

This project will include the complete replacement of the Frank Turek viaduct with a new, higher 6-span bridge, and regraded approaches, reconstruction of the Water Street/Alpha Avenue and Trumbull Avenue/Alpha Avenue intersections.

Rights-of-way impacts are anticipated for this project and may consist of partial or full acquisitions and easements.

Construction is anticipated to start by 2028, depending on funding, right-of-way acquisition, and permits. The estimated cost is $48 million with 80% federal funds, $1 million from the town of Stonington, and the remaining balance coming from state funds.
