What is a Disadvantaged Business Enterprise (DBE)?

DBEs are small for-profit businesses in which people who are socially or economically disadvantaged own at least 51% of the business and run it on a day-to-day basis. You might be qualified if you belong to a group that we see as having a disadvantage. Disadvantaged groups include but are not limited to:

  • WomenBlack Americans
  • Hispanic Americans
  • Native Americans
  • Asian-Pacific Americans
  • Subcontinent Asian-Pacific Americans
  • Other communities that the U.S. Small Business Administration has found to be disadvantaged
