The Connecticut Department of Transportation (CTDOT) today announced that Joseph Ouellette, Executive Director of the Office of the State Traffic Administration (OSTA), has been honored with the Professional Manager of the Year in Transportation Award from the American Public Works Association (APWA). The national award recognizes outstanding achievements in public transportation, leadership, and dedication to the public good.

“Joe Ouellette’s passion and commitment over his 30-plus years of service to the state and its residents are commendable. Over his career, Joe has dedicated himself to improving safety for all roadway users. We are thankful for Joe and his work,” Connecticut Department of Transportation Commissioner Joe Giulietti said. “The Professional Manager of the Year Award is a well-deserved recognition. Congratulations to Joe Ouellette for a lifetime of making a difference in Connecticut.”

Ouellette has worked for CTDOT for more than 34 years. Before being the Executive Director of OSTA, he managed the CTDOT Highway Safety Improvement Program and was responsible for developing and delivering roadway safety improvement projects. He championed the State of Connecticut Strategic Highway Safety Plan and oversaw numerous plan updates. Ouellette has also served on critical state and federal committees, including the Complete Streets Committee, Consultant Selection Commission, American Association of State Highway and Transportation Officials (AASHTO) Committee on Safety, and Connecticut Transportation Institute Safety Circuit Rider Advisory Committee.

“I chose to work at CTDOT because I was passionate about transportation safety.  Rather than complaining about the highways, I decided to do something about it. I joined CTDOT to pursue meaningful roadway infrastructure improvements,” Ouellette said. “I believe the projects and initiatives I have worked on throughout my career saved numerous lives. My work and dedication as a public employee resulted in a safer transportation system for all users. I appreciate this recognition from the APWA and am thankful to be part of the terrific CTDOT team.”
