Public Information Meeting on the Removal of Traffic Signals on Route 9 in Middletown and Cromwell

The Connecticut Department of Transportation (CTDOT) will conduct an in-person public information meeting concerning the removal of the traffic signals on Route 9 (Project 0082-0318) and improvements on deKoven Drive and Rapallo Avenue (Project 0082-0330) on Wednesday, November 18, 2026, at 5:30 p.m. at Middletown High School, 200 La Rosa Lane, Middletown. This meeting location is ADA accessible.

The public information meeting is being held to provide the public and local community an update since the 2024 round of public informational meetings and the opportunity to offer comments or ask questions regarding the proposed projects. Environmental investigations have been completed and federal approval to acquire private property and proceed with final design activities has been obtained. An open house will begin at 5:30 p.m., followed by a formal presentation at 6:30 p.m.A question and answer (Q&A) session will immediately follow the presentation. “These projects will improve safety and reduce congestion on Route 9 and the downtown Middletown roadway network,” said Connecticut Department of Transportation Project Manager Stephen Hall. “We encourage the public to attend this meeting to share their feedback with the CTDOT project team to incorporate into the design.”

Expected right-of-way impacts involve minor acquisitions and easements.

Construction on deKoven Drive and Rapallo Avenue is anticipated to begin in spring 2027 while the rest of the work will begin in 2028 based on the availability of funding, acquisition of rights of way, and approval of permits. The estimated construction cost for these projects is approximately $143 million. These projects are anticipated to be undertaken with 80% federal funds and 20% state funds.

Language assistance is provided at no cost to the public and efforts will be made to respond to timely requests for assistance.
