Public Information Meeting for Intersection Improvements on Rt 614 at I-95 in Groton

10/15/2026

The Connecticut Department of Transportation (CTDOT) will conduct an in-person public information meeting in Groton concerning intersection improvements on Route 614 at the intersections of I-95 Northbound and Southbound Ramps and Sandy Hollow Road, on Thursday, December 10, 2026.

The meeting will be held at the Thrive55+ Active Living Center: Powered by Groton Senior Center at 102 Newtown Road in Groton. The meeting location is ADA accessible. The meeting will begin at 6:30 p.m. with an open house forum, followed by a formal presentation starting at 7:00 p.m. and an additional question and answer session after the presentation.

The public information meeting is being held to provide the public and local community the opportunity to learn about the proposed project and allow for an open discussion regarding any comments and questions regarding the proposed project. For information on attending the meeting and ways to provide comments and ask questions, please visit portal.ct.gov/DOTGroton0058-0341.

“This project will improve safety and reduce congestion at the intersections by installing three modern roundabouts and a continuous pedestrian and bicyclist path,” said Connecticut Department of Transportation Project Manager Joseph D. Arsenault. “Modern roundabouts have an 80% reduction in fatal and serious injuries at formerly stop-controlled intersections, according to the Federal Highway Administration. We encourage the public to attend this meeting to share their feedback with the CTDOT project team to incorporate into the design.”

Minor right-of-way impacts are anticipated in the vicinity of the intersection of Route 614 with Sandy Hollow Road.

Construction is anticipated to begin spring 2029, subject to the availability of funding, acquisition of right(s)-of-way, and approval of permit(s). The estimated construction cost for this project is approximately $16 million. This project is anticipated to be undertaken with 80% federal funds and 20% state funds.

Individuals with hearing and/or speech disabilities may dial 711 for Telecommunications Relay Services (TRS). Individuals may also request that project information be mailed to them within one week by contacting Joseph D. Arsenault, P.E., Project Manager at Joseph.D.Arsenault@ct.gov or 860-594-3471.

Language assistance may be requested by contacting the CTDOT Language Assistance Call Line 860-594-2109. Requests should be made at least five business days prior to the meeting. Language assistance is provided at no cost to the public and efforts will be made to respond to timely requests for assistance.

Members of the public can submit comments and questions during the two-week public comment period following the meeting. Please submit comments and questions by December 24, 2026, to DOTProject0058-0341@ct.gov, 860-594-2020, or Joseph D. Arsenault, P.E., Project Manager at Joseph.D.Arsenault@ct.gov or 860-594-3471.
