CTDOT Asks the Public for Comments on Temporary Trail Closure in New Haven

The Connecticut Department of Transportation (CTDOT) invites the public to comment on a temporary closure of portions of the Mill River Trail as part of State Project No. 0092-0695. This project will rehabilitate Bridge Nos. 03015A and 03015B, carrying I-91 Southbound and Ramp 139 over Mill River, State Street, and ramps, and utilize the areas below both bridges and the adjacent Bridge Nos. 03014A and 03015C for staging and access.

This will require the Mill River Trail to be closed intermittently for the duration of construction between State Street and East Rock Park. Construction will extend from spring 2026 to fall 2028.

An easement from New Haven will not be required for this project as all the work will take place only within state rights-of-way. These activities will not adversely impact the Mill River Trail, and full public access to the trail will be restored following the completion of construction activities.

Comments are being requested in accordance with Section 4(f) of the US Department of Transportation Act of 1966, which requires transportation projects that are using protected land with minimum impact must give the public that opportunity to comment on the potential effects of said project.
