CTDOT Addressing Roadway Safety Concerns at Multiple Intersections in Hartford

The Connecticut Department of Transportation is developing plans to address roadway safety concerns at the intersection of U.S. Route 44, at Main Street/High Street/Ely Street and at the intersections of U.S. Route 44/Pleasant Street, and Main Street/Belden Street in the city of Hartford. This is a breakout project from the Greater Hartford Mobility Program, as it transitions from the study phase to a program of improvements aimed at transforming transportation around Hartford.

The project involves roadway realignment at the intersection of U.S. Route 44 and Main Street, to provide a better horizontal alignment between the eastern and western legs of U.S. Route 44. This project also includes the installation of bicycle facilities and a formalized parking lane, reconstruction of existing sidewalk, removal/installation of illumination, and milling/paving of roadways within the project limits. The proposed layout will decrease pedestrian crossing distances at this intersection.

Traffic operational improvements include replacing the traffic signal at Main Street and Albany Avenue to accommodate the proposed geometric improvements; modifying the traffic signal at the intersection of U.S. Route 44 and Pleasant Street to accommodate new exclusive left turn lanes; and providing new crosswalks and pedestrian push buttons/signal heads at the intersection of Main Street and Belden Street.

The present schedule indicates that the design will be completed in the fall of 2027, with construction anticipated to start in the spring of 2028, assuming acceptance of the project, availability of funding, receipt of any required right-of-way, and environmental permits. This project will be undertaken with eighty percent (80%) federal and twenty percent (20%) state funds.
