Public Invited to Informational Meeting Regarding the Rehabilitation of the Singing Bridge Carrying Route 1 over Patchogue River in Westbrook

The Connecticut Department of Transportation (CTDOT) will conduct a virtual public information meeting regarding the rehabilitation of Singing Bridge (Bridge No. 00349) carrying U.S. Route 1 over Patchogue River in Westbrook on Thursday, May 9, 2024, at 7:00 p.m.  A Question and Answer (Q&A) session will immediately follow a presentation. “The purpose of this project is to address the deficiencies in the bridge deck identified by recent inspections and to maintain the major components in a state of good repair, improving the safety for both motorists and pedestrians”, said Connecticut Department of Transportation Project Manager Isuf Vlashi. “We encourage the public to attend this meeting to share their feedback and questions with the CTDOT project team as the project heads into final design.”

The proposed project includes replacement of the open steel grid deck and repairs to the steel superstructure and concrete substructure. The project further proposes to add approximately 800 feet of additional sidewalk to connect the existing sidewalk at Hammock Road to existing sidewalk approximately 260 feet east of the bridge.

The right-of-way impacts associated with the proposed project will include partial property takes, slope easements, and a temporary construction easement. Rights to reconstruct driveways and rights to grade will also be included in the project.

Construction is anticipated to begin in spring 2027 based on the availability of funding, acquisition of rights of way, and approval of permit(s). The construction cost for this project is estimated to be approximately $5.670 million undertaken with 80% federal funds and 20% state funds.

Language assistance may be requested by contacting the CTDOT Language Assistance Call Line (860) 594-2109. Requests should be made at least five business days prior to the meeting. Language assistance is provided at no cost to the public and efforts will be made to respond to timely requests for assistance. 

This meeting will also be livestreamed on the CTDOT YouTube channel; no registration is required. Non-English language closed captioning will be available on Zoom and YouTube. The recording will also be posted immediately following the meeting in the list of CTDOT virtual public meetings at portal.ct.gov/ctdotVPIMarchive.

Members of the public can submit comments and questions during the two-week public comment period following the meeting.
