Nighttime Detours: South State Street and Washington Boulevard at the Future Stamford Transportation Center Parking Garage

The Connecticut Department of Transportation (CTDOT) is announcing that all lanes of South State Street between Greenwich Avenue and Washington Boulevard, and all lanes of Washington Boulevard between North State Street and Station Place, will be closed during the installation of a pedestrian bridge from the new garage to the Stamford Transportation Center during nighttime non-peak hours from June 26 through July 1, 2023.

The project consists of the following elements:

  • 928-space, 7-level parking garage located on South State Street, Stamford
  • 320-foot pedestrian bridge over Washington Boulevard connecting the garage to the Stamford Transportation Center (STC)
  • Elevators and stairs connecting the garage to the Track 5 platform
  • 38 electric vehicle parking spaces
  • 150 bike parking spaces
  • Centralized STC parking management space and customer counter
  • Unique architectural design and façade lighting program
  • Building-integrated photovoltaics for on-site energy production
  • Minor STC renovations at the pedestrian bridge connection
  • Pedestrian crossing improvements at South State Street & Washington Boulevard
  • Connectivity to the planned Mill River Greenway
  •  

CTDOT Project no. 0301-0047 was awarded to Yonkers Contracting Company at a cost of $77,211,000 on May 14, 2021 and is scheduled to be completed in September 2023. This project is administered by the Bureau of Engineering and Construction, Office of Construction – District 5 in New Haven.

LANE CLOSURE INFO

There will be nighttime closures of all lanes of traffic along South State Street between Greenwich Avenue and Washington Boulevard; and Washington Boulevard between North State Street and Station Place. Two sessions of road closures and detours are planned. The closures will take place during nighttime non-peak hours; 7:00pm to 7:00am. The first closure is scheduled from June 26 through July 1, 2023. The second closure has not been scheduled but is expected to take place sometime in July. These closures are weather dependent and not expected to span the entire week. During these closures, all vehicular traffic approaching South State Street will be detoured North along Greenwich Avenue to Richmond Hill Avenue. From there, traffic will be further detoured North along Clinton Avenue to US Route 1 (Tresser Boulevard) then, South onto Atlantic where motorists can pick up South State Street again.

All vehicular traffic traveling Northbound along Washington Boulevard, approaching the detour, will be detoured East along Henry Street to Atlantic Avenue and then West along North State Street, and back onto Washington Boulevard. 

 

All vehicular traffic traveling Southbound along Washington Boulevard, approaching the detour, will be detoured West along Richmond Hill Avenue to Clinton Avenue where motorists will follow signs onto US Route 1 (Tresser Boulevard) and then South onto Atlantic Street. From Atlantic Street motorists will turn West onto Henry Street, and back onto Washington Boulevard. 

 

Traffic to and from the station along Station Place will be largely unaffected. Traffic accessing the on-ramp for the Connecticut Turnpike (I-95) Southbound will similarly be unaffected.

 

Peak hours are defined as: Weekdays 7:00a.m. to 10:00a.m. and 4:00p.m. to 7: 00.pm., and weekends from 7:00p.m. Friday to 7:00a.m. Monday.
