Virtual Public Information Meeting Concerning the Replacement of Bridge 01872 Carrying Route 1 over Greenwich Creek in Greenwich

The Connecticut Department of Transportation (Department) will conduct a virtual public information meeting concerning the proposed replacement of Bridge 01872 which carries Route 1 over Greenwich Creek, on Wednesday, March 31, 2021. The formal presentation will begin at 6:30 p.m. A Question and Answer (Q&A) session will immediately follow the presentation. The purpose of the project is to replace the existing structurally deficient bridge. The existing structure needs to be replaced as the concrete slab and encased beam superstructure exhibits large hollow areas, exposed and rusted rebar, concrete deterioration and active leakage. The existing bridge does not pass major storm events, resulting in the overtopping of US Route 1.

The existing structure will be replaced with a bridge consisting of a single-span steel girder superstructure spanning an opening of approximately 38-feet. The new superstructure will be supported by precast concrete abutments founded on micro-piles. The vertical alignment of US Route 1 is to be raised approximately 2.5-feet to allow for the passage of the 100-year design storm event. The change in vertical alignment will require approximately 850-feet of roadway reconstruction along US Route 1, which includes reconstruction of the Hillside Road intersection with US Route 1. Approximately 200-feet of Hillside Road will need to be reconstructed as well. A stone arch dike located approximately 300-feet downstream of the subject bridge will be removed as part of this project in order to improve the hydraulics of the proposed bridge.

In order to minimize impacts to traffic along US Route 1, it is proposed to replace the bridge utilizing Accelerated Bridge Construction (ABC) techniques during two stages of construction. During this time, US Route 1 will be reduced to one lane in each direction through the project area, with a left turn lane from US Route 1 onto Hillside Road.

There are right-of-way impacts associated with the proposed improvements. It is anticipated that four partial acquisitions and eight temporary construction easements will be required.

Construction is anticipated to begin in fall 2022 and last approximately two construction seasons. The estimated construction cost for this project is approximately $9.7 million dollars. This project is anticipated to be undertaken with 80-percent federal funds and 20-percent state funds.

The virtual public information meeting is being held to afford a full opportunity for public participation and to allow open discussion of any views and comments the community may have concerning this proposed project.

Language assistance is provided at no cost to the public and efforts will be made to respond to timely requests for assistance.

Plans of the proposed project will be on display for public review on the Town’s website. Department personnel will be available during the meeting to discuss this project. More detailed information is available at the Department’s Office of Engineering, 2800 Berlin Turnpike, Newington, Connecticut, Monday through Friday between the hours of 8:30 a.m. and 4:00 p.m., excluding holidays.
