The Connecticut Department of Transportation (Department) will conduct a virtual public information meeting concerning the proposed replacement of Bridge 02510 carrying Route 82 over Strongs Brook in East Haddam, on Monday, June 29, 2020,  at 7:00 p.m. Refer to the project webpage for more detail: https://portal.ct.gov/DOTEastHaddam40-146

The project is identified as State Project No.0040-0146.

The purpose of the project is to replace the existing bridge. Replacement is required based on the findings of the latest bridge inspection report in which the bridge was found to be in poor condition.

The new bridge will be a 16’ wide x 6.5’ high reinforced concrete box culvert located approximately 45 feet west from the existing bridge location. The stream will be realigned to the new bridge location accordingly and the roadway profile will be slightly increased. The roadway width will remain the same.

An eight week closure of Bridge 02510 and a corresponding detour of vehicular traffic are required to construct the new bridge. The proposed directional detour is 10-miles long eastbound and 5-miles long westbound for passenger vehicles and will require the use of local roads. The proposed truck detour is 32.4-miles along state routes. Alternating one-way traffic will also be required before and after the bridge closure and detour.

The overhead utilities at this bridge will be relocated to facilitate the installation of the proposed structure. There are right-of-way impacts associated with the proposed improvements, including but not limited to, right-of-way required for stream relocation and for overhead utility relocation.

Construction is anticipated to begin in the spring of 2022 based on the availability of funding, acquisition of rights of way, and approval of permit(s).  The estimated construction cost for this project is approximately $3 million.  This project is anticipated to be undertaken with 80 percent federal funds and 20 percent state funds.

The public informational meeting is being held to provide the public and local community the opportunity to offer comments or ask questions regarding the proposed project. Persons with limited internet access may request that project information is mailed to them by contacting Mr.Ken-Taro Plude at (860) 594-3343 or Ken-Taro.Plude@ct.gov. (Allow one week for processing and delivery.)

Individuals with limited internet access can listen to the meeting by calling 1 (888) 282-0355 and entering the Participant Code when prompted: 553168. Persons with hearing and/or speech disabilities may dial 711 for Telecommunications Relay Services (TRS).  The live streams offer closed-captioning for the hearing impaired and non-English translation options. Visit the project webpage for options for Apple users. During the Q&A session and the 14 day comment period that follows the meeting, individuals may leave a question or comment via email (preferred) at DOTProject0040-0146@ct.gov. Individuals may also leave a voicemail question or comment by calling (860) 944-1111. Please reference the project in your voicemail.    Language assistance may be requested by contacting the Department’s Language Assistance Call Line (860) 594-2109.  Requests should be made at least 5 business days prior to the meeting.
