Culvert Replacement / Rehabilitation, Route 75 in Windsor

The Connecticut Department of Transportation’s (Department) Office of Engineering is developing plans for the culvert conveying storm water runoff from a catch basin at the intersection of Holcomb Hill Road under Route 75.

A project has been initiated by the Connecticut Department of Transportation in response to the inspection of the existing 48-inch steel boiler plate culvert which is showing signs of corrosion and structural deformation. The concrete block end-wall on the outlet side is exhibiting signs of settlement, resulting in slope erosion and settling of the roadway travel lanes in the immediate vicinity on Route 75.

The purpose of the project is to rehabilitate the culvert conveying storm water runoff from a catch basin at the intersection of Holcomb Hill Road under CT Route 75 to Phelps Brook, eventually leading to the Farmington River.

The Department is currently investigating construction alternatives including in-situ rehabilitation and open trench alternatives to repair or replace the culvert, however it is anticipated the end-wall will be replaced in its entirety. Areas of partial and full depth reconstruction will be required to correct portions of the northbound travel-way that have settled.

The present schedule indicates that the design will be completed in December 2021, with construction anticipated to start in spring 2022, assuming acceptance of the project, availability of funding and receipt of any required right-of-way and environmental permits.  This project will be undertaken with eighty percent federal funds and twenty percent state funds.

It is the Department's policy to keep the public informed and involved when such projects are undertaken.  It is important that the community share its concerns with the Department to assist in the project's development. It is not anticipated that a public informational meeting or a formal public hearing will be held for this project due to the limited nature of the proposed work.
