The Connecticut Department of Transportation (CTDOT) is announcing a series of roadway lane closures and detours near the intersection of Union Street, Harbor Drive and River Road will be implemented to allow for the setting of the steel bridge girders.
This work is a part of the Reconfiguration of Route 17 on-ramp to Route 9 northbound project in Middletown and is part of CTDOT safety improvement initiative to mitigate front-to-rear crashes at the ramp entrance to Route 9 northbound.

Beginning on September 8, 2026, after 9:00 a.m., Union Street between DeKoven Drive/East Main Street will be restricted to one-way traffic in the eastbound direction to allow for the construction of a temporary support structure. Westbound traffic will be detoured to Route 9 northbound (to Exit 24) or River Road. This pattern will remain in place until the work is completed on or about September 13, 2026.
Beginning on or about September 10, 2026 at 9:00 p.m., River Road will be closed to through traffic north of Walnut Street to allow for crane placement and setting of the bridge steel. Traffic will be detoured to Maple Street, East Main Street and/or Union Street. This pattern will remain in place until the affected work is completed on or about September 13, 2026.
Access to Harbor Park and the waterfront will be maintained throughout this construction activity.
Motorists should expect delays, allow for extra time during this period due to construction activity, and should exercise caution when traveling through the work zone. The timing of these traffic restrictions is subject to change due to weather or delays caused by other construction activity.
