Upgrade and Installation Traffic Management on I-84 and I-384 in various towns in Connecticut

The Connecticut Department of Transportation (CTDOT) is announcing that upgrades and installations of Advanced Traffic Management System (ATMS) will be performed on I-84 & I-384 in Hartford, East Hartford, Manchester, South Windsor, Vernon and Tolland. This project is scheduled to occur starting on Monday, October 13, 2025, and be completed on Monday, April 19, 2027.

 

The project 0042-0330 consists of replacing cameras and communication equipment in the Hartford area with modern equipment on taller camera poles with camera lowering devices on I-84 east of Hartford and expand coverage on to Exit 69 and on I-384 to Exit 4. The project will install new trunkline fiber optic in a spare innerduct to I-84 at Exit 65 in Vernon.  New trunkline fiber optic and new 4-inch multicell conduit will be installed between I-84 at Exit 65 in Vernon and I-84 at Exit 69 in Tolland.  Along I-384 new trunkline fiber optic and 4-inch multicell conduit will be installed. The project will install 41 new cameras, which include 15 new locations.  Seven VMS signs will be receiving new fiber optic cable, 4 using existing conduits and 3 will be connected through new branch fiber and conduits.

The following below are the specific locations:

Installations to be Upgraded                          

  • Exit 53 (Route 44 east) in East Hartford
  • Route 2 on-ramp to I-84 westbound in East Hartford
  • West and eastbound Route 2 Interchange (Exit 55) in East Hartford
  • East of Main Street (between Exits 56 and 58) in East Hartford
  • West of Exit 57 (Route 15 to I-91; Charter Oak Bridge) off-ramp in East Hartford
  • Along Route 15/I-84 connector ramp in East Hartford
  • West of Roberts Street (Exit 58) in East Hartford
  • West of Simmons Road (between Exits 58 and 59) in East Hartford
  • Approx. 1,225 feet east of Simmons Road (between Exits 58 and 59) in East Hartford
  • West of Forbes Street (between Exits 58 and 59) in East Hartford
  • I-384 on-ramp to I-84 westbound in East Hartford
  • I-384 on-ramp to I-84 eastbound in Manchester
  • East of Route 44 (Exit 60) in Manchester
  • Exit 59 – I-84 westbound exit ramp to I-384 in Manchester
  • East of Tolland Turnpike (between Exits 61 and 62) in Manchester
  • East of Buckland Street (between Exits 61 and 62) in Manchester
  • At off-ramp for Exits 62 & 60 (Route 44/Buckland Street) in Manchester
  • West of Slater Street (between Exits 62 and 63) in Manchester
  • Exit 63 East and Westbound (Route 30 and 83) in Manchester
  • Approx. 3,000 feet west of Route 83 (Exit 64) in Manchester
  • Entrance ramp from Route 83 (Exit 64) in Vernon
  • Exit 64-65 flyover ramp to Routes 30 and 83 in Vernon
  • Exit 65 (Route 30) in Vernon
  • West of Cider Mill Road (between Exits 67 and 68) in Tolland

 

New CCTV Installations                       

  • Approx. 250 feet west of Tunnel Road (Route 533), west of Exit 66 in Vernon
  • Exit 66 (Route 542) in Vernon
  • East of Bamforth Road (between Exits 66 and 67) in Vernon
  • Approx. 1,400 feet west of Route 31 (Exit 67) in Vernon
  • Exit 67 (Route 31) exit ramp in Vernon
  • Approx. 180 feet west of Mountain Spring Road (between Exits 67 and 68) in Tolland

CTDOT Project No. 0042-0330 was awarded to Ducci Electrical Contractors Inc. at a cost of $18,647,000.00 on April 22, 2025, and is scheduled to be completed April 19, 2027. This project is administered by the Bureau of Engineering and Construction, Office of Construction, District 1 in Rocky Hill.

 

LANE CLOSURE/DETOUR INFO

There will be shoulder and ramp closures (advance notice will be given) on I-84 and I-384 from Monday, October 13, 2025, to Monday, April 19, 2027, from 9:00 a.m. to 3:00 p.m. Traffic control signing patterns, crash trucks, arrow boards and State Troopers as needed will guide motorists through the work zone.

 Motorists should be aware that modifications or extensions to this schedule may become necessary due to weather delays or other unforeseen conditions. Motorists are advised to maintain a safe speed when driving in this area.
