The Connecticut Department of Transportation (CTDOT) is announcing that southbound Route 9 (Exit 23B) Dekoven Drive off-ramp will be re-opened on or around July 8, 2025, following reconstruction of the existing ramp and the implementation of a traffic shift onto the newly constructed Route 9 southbound bridge lanes over Union Street.
In conjunction with the ramp reopening, the travel lanes on Route 9 southbound between Washington Street and Route 17 southbound will be shifted to the newly constructed lanes to allow for replacement of the existing southbound Route 9 bridge over Union Street.

This work is a part of the Reconfiguration of the Route 17 on-ramp to Route 9 northbound project in Middletown and is part of the CTDOT safety improvement initiative to mitigate front-to-rear crashes at the ramp entrance to Route 9 northbound.
CTDOT Project No. 0082-0316 was awarded to Middlesex Construction at a cost of $54,000,000 on March 03, 2023, and is scheduled to be completed June 2027. This project is administered by the Bureau of Engineering and Construction, Office of Construction, District One, Rocky Hill, CT.
LANE CLOSURE/DETOUR INFO
The southbound Route 9 off-ramp at Route 17 southbound (Exit 23A, Old Exit 13) will be closed overnight to accommodate the traffic shift and reopening around the morning of July 8, 2025.
Traffic will be detoured to either Washington Street (Exit 23A, Old Exit 15), to DeKoven Drive to Union Street, or to Silver Avenue (Exit 22, Old Exit 12). All other ramps will remain open.
Variable message signs will be utilized to advise motorists of traffic conditions in the area. Motorists should be aware that modifications or extensions to this schedule may become necessary due to weather delays or other unforeseen conditions.
