Third Party Review of States HazMat Abatement Program

(HARTFORD, CT) – The Connecticut Department of Administrative Services (DAS) today released a third-party review by Marcum, LLP of the state’s Hazardous Materials (HazMat) Abatement Program. Marcum’s review found no widespread misuse of state funds.

The HazMat Program uses state funding to assist Connecticut State Agencies with the removal or encapsulation of asbestos and other hazardous materials in state-owned buildings.

Marcum’s review included an evaluation of the use of state hazmat funds and the processes established within the HazMat Program from August 2017 to December 2022. The report provided suggested improvements to the HazMat Program process which DAS has implemented or will be implementing soon.

“Marcum’s report validates the robust processes DAS has in place, but the report does outline some procedural improvements to the HazMat Abatement Program which we have addressed since the Program returned to DAS in October 2021,” Commissioner Michelle Gilman said. “At DAS, we are committed to transparency and ensuring modernized procedures are in place and followed, to provide the best services to our partner state agencies and Connecticut residents.”

The report will be forwarded to the Auditors of Public Accounts.
